The Senate on Thursday voted 59 to 41 to reject President Donald Trump’s border emergency declaration, teeing up an expected veto. The measure passed the House last month and neither chamber has enough votes to override Trump’s veto. Trump wants to use the emergency to build a wall along the border with Mexico. Several Republicans including Rand Paul and Mitt Romney voted to terminate the declaration, which is already subject to outside legal challenge.
